Regarding college timing issue

As my friend is doing CA as well as bcom(H) from Patna. His college timing is from 7:00-11:30 AM. As per rule one can't start articleship after 11:00 AM. So my query is that can he be able to get permission by principal of the college to leave the college by 10:30 AM. If yes what are the ways to obtain so?

Yes you have to talk to your college principal.
You will allowed permission for leavibg upto 10.30.
I also do same.
