Refund passed is lower than showed in return

18 July 2012 one of my friend had made manual return for A.Y 2011-12. As per her return the refund amount was 43429. she has TDS of 54570(as per form 26AS) .But she got the refund only 11570. what is the reason of that ? how can rectify it.
