refund of IGST for local sale

If product made using 100% components which are in 28% but end product is at 12%.
So every month 14 to 15 % will added in to IGST.
Will govt refund after few months or same can be used to pay IGST after few months?

This situation is called as inverted duty structure and refund is allowed in this case. you can refer the proviso to section 54(3) of the CGST Act. Here I would also like to highlight you that section 54(3) not allows the refund in respect of certain goods. For this you can refer notification no 5/2017 Central Tax (Rate)
