Reason for showing error while resubmitting spice form ?

While resubmitting spice form an error massage shows that mismatch between form resubmitted and form marked for re-submission.
Reason:
1) e-MOA & e-AOA attached with spice form instead of linked form option when 1st time spice form submitted.
