15 March 2020 our client received translation services from Freelancer. So query is that our client is liable to do Pay tax under RCM?

Freelance services are not covered under RCM services.

19 March 2020 Freelancer Is not registered under gst portal. in such case also our client is not liable to do pay tax under RCM?
