Can any one tell me the exact meaning of Firt stage Dealer and Second stage dealer.

its a chain of dealers,
when any excise registered dealer get goods from manufacturer, he is considered as 1sdt stage dealer, when he sells goods to another dealer, the next dealer is 2nd stage dealer who can issue cenvatable invoice to next manufactring buyer.
