Is provision for Dimunition in investments made is allowed as expenditure in tax computation?

it is a good question can some one give their view i would be happy
my opinion is generally provision is not allowed in computation of income since this provision is made for permenant decline ithink it would be allowed as deduction in computation of income expert views solicited
