prior period expense

21 June 2008 there was a bill dated 02.03.07 which was posted in the books on 15.04.08 and tds was deducted on it as it was of nature of advertisement

i want to ask whether can this expense be allowed or disallowed pls give valid reason withhruling or sec if possible
