There is not Service Tax department in Jammu & Kashmir, then the assessee of J&K, where file the ST Return?

Service tax is not applicable in J&K so why are you required to file the return?
Further if you need to file the return then you can file the same through aces.gov.in in e-form.

Suppose a person in J&K rendering service in Mumbai, then he is liable to pay Service Tax and accordingly ST Return is required to file. Can't an assessee file return manually?

Return is now required to be file electronically on compulsory basis irrespective of turnover or gross receipts
