To transfer your PF from previous employer to your a/c with current employer, you need to submit form 13 to your current employer for onward submission to PF office.
There is no time limit for this and generally it takes 6 months to one year to effect the transfer. You need to regorously follow up with your previous employer for this as PF offices have their own working style.
To withdraw, you need to submit form 19 & 10C to your previous employer for onward submission to PF department. They take 3-4 months to settle the claims.
Here I have assumed that your PF accounts are being maintained with RPFC.
