KINDLY CLARIFY WHETHER AN EXPORTER OF GARMENTS REQUIRES TO DEDUCT TDS FOR THE PAYMENT MADE AS COMMISSION TO FOREIGN AGENTS FOR GETTING FOREIGN EXPORT ORDERS ' SINCE IT IS A PAYMENT MADE TO NON-RESIDENT , KINDLY CLARIFY.

20 September 2010 no, there is no need to deduct TDS on this, as this is for services outside India but the payment should be made outside India.
But one thing service tax is applicable on this. So you have to calculate service tax on it and deposit to service tax deptt. It is your liability.
