A Partnership deed was executed in the year 1997 subsequently it was amended in the year 2007 there was no business in the partnership, only the firm incured legal cost during the said period 1997-2010 now the partners wants to register the firm with the registrar of firms Hindupur Andrapradesh. The registrar not admiting the documents and not refusing the registration officialy. (Note:- There is no time limit specified by the Indian partnership Act, 1932 for registration of Firms.) All the Partners of the firm are alive and ready to attend the Registrars Office personally. Please inform the way to deal with situation (Procedure for condonation of delay in registration of Firm)

So far as AP is concerned the registration is optional.You can ask for reasons for the non-admission of your documents. In case he is not giving reasons you can approach the Hon' High court by filing a writ petition under Art 226 of the constitution of India. I am sure you will get registration since there is no time limit prescribed therein and the action of the ROF appears to be arbitrary from the facts stated by you.
