30 August 2014 No, for TAN PAN is necessary. So first get PAN and then apply for TAN.

TAN can be applied without PAN. But TDS return can not be filed without PAN. Check the online TAN form from link given above.

30 August 2014 Fill up the TAN application form online from link given above. See the PAN field is not mandatory. So you can apply for TAN without PAN.
