Pan card for australian citizen who is indian in 1998

I have a client who is living in Australia and also have australian citizenship, he is coming back in india and will work in a indian company.
He have his old Indian PAN card when he leave India.

Now he has australian citizenship so he have to apply for a new foreigner PAN Card?????
