If she has a bank Account then I think , she has a PAN. Because, PAN is required for Bank Account.

19 March 2013 Many Banks Still Open Bank Account if You Don't Have PAN.

Dear Author,
In Bank A/c Whatever the Balance is...No Issues...PAN Need Not to apply..
Check is Whether Your Income Exceed Basic Exemption Limit.

Next is If Your Earning Interest from bank on FD Then you Have to Apply For PAN, Else They Will Deduct TDS @20% or Fill form 15G/H Whatever Applies.
