Non deduction of tds on salary

13 April 2018 If no TDS deducted from salary (exceeding basic exemption limit )during the year then is salary expenses disallowed?.

Earlier Salary was not covered under section 40(a)(ia) is salary now covered u/s 40(a)(ia) ??
