02 January 2015 registration is compulsory since the gross consideration exceeds rs 9 lakhs threshold limit.

03 January 2015 Filing of return is compulsory. It does not matter if it is nil return.

Further non filing of return attracts late filing fees.
The only relief available now is that in case of non-filing of nil returns the late filing fees can be waived.
