WHETHER MIGRATION IS MEANT FOR - 1) ONLY CREATION OF USER ID ON GSTN PORTAL, OR 2) CREATION OF USER ID AS WELL AS UPLOADING OF DOCUMENTS AND TAKING ARN NO.?

In the first phase temporary user Id and password was provided to create a user id on GST portal now it is required to make full data migration i.e. taking ARN number by upload documents.
