26 April 2013 Can any one please suggest me what is the meaning of abated value and non abated value?

27 April 2013 if in case of a bill of rs 100.
abatement( or u can understand as exemption) by govt. is 40%
and tax is on 60% value.

then 60 is abated value
and 100 is non abated value.
