If a concern is registered under Excise act and is regularly paying excise duty on its sale and taking service tax & cenvate credit. I want to ask whether that concern if providing job work service to its customers valuing Rs. 5,00,000/- will liable to service tax.???

Yes it would be liable unless the principal follows not.214/86 or Rule 4(5)(a). In fact the value liable for excise wouldbe JW charges of 5 lakhs + the material cost.
