Liability to deduct T.D.S.

I have paid accounting charges to an individual rs 24000 during the financial year in three times 8000*3. am I liable to deduct t.d.s. on such amount if yes then when that liability arises

If its FY : 2009-10 then, TDS is applicable & its applicable from the first payment as it was a known fact from the beginning that the total amount would be 24000/- for the year.

But if its. FY 2010-11, then you should not deduct the TDS as from 1/7/10 the threshold limit is 30000/-
