please provide the link regarding dca circular dated letter no. 9/16(1)/61-pr dated 9-5-1961 regarding the option provided when quorum is not formed as all the directors are interested.

It is Letter No.8/16(1)/61-PR, dated 9-5-1961 instead of above mentioned letter which deal with "Quorum does cases where all the directors are interested.
