IT Return below 5 lacs

Is it now confirmed that people having income below 5 lacs need not file IT Return.

If there is no tax payable for people having income below 5 lacs or TDS deducted equals tax payable then is it fine with Form 16.

CBDT is clarify that if TDS deducted equal to
tax payble then form 16 is assumed as ITR.
