Is VAT applicabel for Tiffin System for Dog Food

I just wanna know whether or not VAT would be applicable for the Tiffin System which basically serves the Pet's Food from there canteen. IF VAT is not applicable then can there be the applicability of Service Tax on the above mentioned service.

Please suggest on the matter, an early reply is highly appreciated.

The place of business is in Delhi.
