What is the nature of bill being raised as "BEING AMOUNT FOR SERVICE CHARGES FOR APPLICATION OF GSP CERTIFICATE AND ISSUE OF GSP CERTIFICATE - JT. DGFT DIRECTOR"? Is the same Professional service in nature or in nature of Commission?

Commision will be applicable only when any type of transactions will take place realted to any asset, valuable article or thing. Here in your case Consultant has provided service related only paper works. Hence It is professional service in nature.
