This question was answered in past.

08 April 2012 I might not have framed question properly.
Actually, the hongkong party (B) is seller and A (Indian party) is importing from B and reselling to C(another Indian party) before landing of goods at Indian port (i.e. High Sea Sales). Can A raise sales invoice to C in $?

13 April 2012 Yes A can raise invoice in foreign currency to C.
