Interest @1.5% p.m. or part of the month is to be charged on delay payment of TDS on the amt of TDS including cess OR excluding cess ?

cess is not applicable for tds. So interest is excluding cess

In case of TDS u/s 192 Interest on late deposit of TDS @1.5% per month will be paid on amount including cess.

Dear Manash,
As both the experts have suggested, if the tds section requires you to calculate cess (sec 192), then with cess, else other sections don't require payment of cess anymore.
