Int u/s 234a and itr of a.y.2012 - 2013

I would like to know that can I file itr (income from other sources) for a.y. 2012 - 2013. since income of said a.y is below taxable limits. is there any interest occured u/s . 234a.
kindly advice as soon as possible.

there wont be any 234A liability. but you cannot file return for AY 2012-13 now (time barred) unless 142(1) or 148 notice is issued.
