09 November 2012 Is Sales Tax chargeable on sugar imported in 1998-1999, 1999-2000?

I mean, STATE (West Bengal) Sales Tax on IMPORTED Sugar. There is some controversy therefore would be grateful to have more indepth advice. Thanks.
