I want to submit Income Tax return for assessment year 2007-2008 Can I file the return now. Whether they will levy any penalty on me.

Under Normal circumstances Return is time barred you cannot file, However if your are so keen & ned to file the same, You can do necessary arrangements with your concerned & get Notice u/s 148 issued by him against which you can file the said return
