outward as well as inward supplies of the month of august are taken in gstr 3b of July. then what to do while filing gstr 1 of july ?

GSTR 3B is only summary data for paying the liability the details need to be provided in GSTR1, & 2. Atleast look into GSTR1 before raising such query.
