Dear Expets ,
I have query whether flour mill company selling exempt supplies is required to register under gst

Not require to get register as selling only exempted supplies.

Thanks for advise but what if they purchase wheat from interstate and they are selling bardan as scrap

if you are making outside state any taxable supply then you have to take registeration.
