We have filed the Refund on Exports without payment of IGST. The proper officer issued deficiency memo for other reasons only, even the all annexures uploaded as per the rules and also calculated the refund on FOB value of exports as per GSTR-2A available credits only. Hence, any notification/circular is available in this regard to reply to the officer. Kindly clarify SR
