Our developer (underconstruction property is located in mumbai) is charging 8% gst on agreement value . Is it right ? We have registered an agreement on 11/06/2020

Yes, if the construction of the project had started before 31/3/2019 then the builder has the option pay GST @ 8% otherwise it should be 5%.
