i have cleared IPCE in may11 and i want to appear for ca final in may14.Is franking of form 102 must within 1 month of declaration of IPCE results so that my final attempt does not get delayed?

You should start you articleship by a date so that your final attempt does not get extended. So you should start your articleship latest by 31st October.
