When it is to be issue and to whom it can be issued.

06 February 2008 Form E1 is issued in case of a intransit interstate sale.

It is issued at the time of Intransit sale by the local dealer who purchases the goods from other state dealer.

It will be issued by the Supplier to the buyer of the goods (Interstate)
