It gives good impression if you can mention sec and also cite case law in support of your answer but do so only if you are sure about the same as wrong sec or case law may have an negative impact.

There is nothing will get impacted if you not wrote section number. There is a risk of quoating wrong section. If you write the relevant case law and relevant section point and your conclusion then it will have a better impact

The examiner is more concerned with the correctness of answer. In analytical questions, the logical analysis of the subject matter in own words of the student creates a good impression in the mind of the examiner. So if you are quoting correct section as well as the proper analysis, you may be rewarded well for your answers.
