i wish to know that can an assessee file a return of income for a/y 2011-12 or 2012-13 as his tds was deducted and he failed to file the return during that period.

You can make request to condone delay in filling of return within 6 years from the end of the Assessment Year in respect of which return to be filled. So you have to make application for con donation of delay .
