Is it possible to file first Balance Sheet of a new company with roc without filing 23B with roc ?

If your company is registered in last two years, then it is mandatory to File Form-23B by auditor. The details of Form-23B will be given in Form-23AC & ACA.
So it is mandatory to file Form-23B.
