I have a query about extension that can an employer take both advantages of cutting stipend on leaves of articles as well as giving extension to articles for the same leaves?????

Yes he has that advantage. Coz y he/she would pay u stipend when u r not ay work. If he pays that it is treated that u r on work n not on leave.
