if Individual Consultant provides consultancy service to foreign company then who will pay the service tax? and how it will be calculated? If Gross Amount of Service charged = Rs. 5000

Sir, we do not provides any service in India. we exports 100% service should we have to apply for Registration if export turn over crosses Rs. 9,00,000?
