I want to know any exemption of service tax if the Architect issue completion certificate to construction project and builder applied for completion certificate to respective corporation

If the builder is receiving entire sale consideration after issuance of completion certificate from competent authority, then the same will be out of the preview of Service Tax.

if completion certificate issue then no service tax required.
