Dear seniors, A manufacturing concern is filling ER-1 however in november this manufactuing concern has not done any activities neither purchase nor any production also not any sale, plz let me know does this manufacturing concern is liable to file nil return or not.....

Yes. First return of every assessee should be a "Nil return" After getting registration every assessee has liable for filing " Nil return."
