Excise manufacturing convert in excise trading

My client have Excise registration of manufacturing unit. but they want to convert into Excise trading can they change.

Please tell it urgent.

27 July 2014 Yes, they can change but after cleared all liability surrender the manufacturing registration and take new dealer registration.

My client clear all Liability. the business was Stop. there have another option with out surrender of Registration to sale trading item in same unit.
