You are allowed to use either blue or black colour pen in the examination. Use of any other colour, other than these two colours is prohibited.

You can use black pen to write the headings and inside content in blue. But, this approach is not recommended because changing two pens every now and then will consume your valuable time. You will miss the flow of your thoughts while answering any specific question. The ideal approach would be to write in one colour wither blue or black pen and later, if time permits you can underline the key words or headings.
Just to bring it to your notice, earlier the Institute was very strict in stating that even underlying would tantamount to using unfair means. Now this rule has been relaxed. You must use focus more on writing quality content in the exam and impress the examiner. Writing the answers in a legible manner is more important.
