Is it possible to get the ESI Registration without Labour Contract license by a labour Contractor?

ESI registration is to be taken by the unit which is getting the work done from workers and if there are 10 or 20 workers as the case may be and the unit must get ESI registration for self protection from any accident and death of the worker
