Sir what is custom duty rate used for 7.5% basic duty capital goods and foreign exchange rate used for conversion of basic amount of machine value excluding vat and cst

Your question on basic customs duty is not clear. For knowing the foreign exchange rate on the day of making application for import of EPCG Authorization, you may refer to Non- Tariff Customs Notifications at Central Board of Excise and Customs (CBEC)
