there is no requirement of any expense or the experience. as an individual, you just need to apply for a COP to start with.
once you stabilize your practice, you may open up an office (depending upon requirement) and hire additional staff. As such there is no statutory fees though.

The time period of five years that you refer to is probably being confused with the period which a member needs to hold his COP to attain the status of Fellow Member. Until then you will be an associate member and nothing can prevent you from setting up your own firm.

As per your question,you have just completed/ qualify the Ca.As per my suggestion after complete the CA you would be joined a Ca firm under the FCA about 3 years then get the practice certificate from ICAI and open a new firm and do the practice independently in india.
