WHILE MAKING SALE OF SCRAP ITEMS/OLD USED ITEM WE HAVE BEED COLLECTING VAT AS WELL AS TCS. I HAVE A DOUBT WHETHER WE HAVE TO COLLECT EDUCATION CESS ON THIS BILL

You have to collect Ed. Cess on TCS as well, just like TDS.

IF WE ARE SELLING A USED PLANT AND MACHINERY I THINK WE ARE NOT LIABLE TO COLLECT TCS. IN THIS CASE I FEEL THAT ONLY VAT IS TO BE COLLECTED BUT NO EDUCATION CESS

Right. There is no Ed. Cess on VAT.
