02 May 2013 2% Ed Cess and 1% H.ED Cess on Paper Cess is modavatable or Not.
Paper Mills charged 3% Cess on Paper Cess in bill, But Excise Auditor raise question on Modvat.

E.Cess and SHEC are not levied on paper cess.
However, once you have paid, you must avail it as cenvat.
